What “best” should measure
The official game page confirms that characters generate money and can be upgraded. A useful comparison would hold grade and upgrade level constant, then compare earnings and the cost to obtain each character.
A fair comparison in your game
Record each candidate’s name, locker, grade, level and displayed earnings. Compare characters under the same conditions, and avoid treating a rarity label as the whole answer.
What is missing
The public sources reviewed here do not provide a complete character roster, base income table or upgrade scaling. We will add a real ranking only when those fields can be checked.
